Very nice place that fits the description (no toilet, water and electricity, but that is not a problem if you have your own facilities). Beautiful view directly on the basilica. Ideal flat parking. Close to the centre of Olomouc and Svatý Kopeček (ideal for cycling trips). Highly recommended.
